The role of mandatory motor insurance in road safety

In most countries around the world, car insurance is required by law, at least in the form of third-party liability coverage. This type of insurance covers any damage you may cause to third parties if you're involved in an accident as a driver. Looking at these policies, it's clear they serve an important purpose: they contribute to road safety by providing crucial protection to victims that goes beyond coverage for claims.

Ready for an adventure? If you like driving, a road trip can be an unforgettable experience. One-of-a-kind landscapes and experiences await you around every bend. To truly enjoy the journey, it's important to be well-prepared. That means having everything you need for a smooth, hassle-free trip. For instance, do you know if car insurance is mandatory in the country you're planning to explore by car?

Even the most experienced drivers can run into trouble, like mechanical issues or a momentary lapse of attention. That’s why automobile insurance is so important: it ensures that all accident victims receive proper compensation.

This insurance is required to drive in all European Union countries, as well as in most parts of the United States. Elsewhere, the rules vary. In places like Saudi Arabia, for example, insurance isn’t mandatory as long as drivers agree to cover any damages they may cause themselves.

While laws and requirements differ from region to region, third-party liability coverage is typically included to ensure that drivers who cause a road accident can compensate others for any damages caused. This is the first step in the chain of coverage offered by motor insurers—and it can be enhanced with additional coverage to provide more comprehensive protection.

Greater disparity in Latin America

Although mandatory vehicle insurance has been in place since the mid-20th century, several countries in Latin America and the Caribbean still don't require vehicle owners to carry it.

Consider Honduras and El Salvador, for example. Neither country has a Mandatory Traffic Accident Insurance system (SOAT). However, El Salvador has a Fund for Assistance to Traffic Accident Victims (FONAT), while in Guatemala, only intercity public transportation vehicles are required to have insurance.

In contrast, having an active policy (at the very least) is mandatory in countries like Mexico, Panama, and the Dominican Republic. Argentina and Ecuador also legally require car insurance. And, just like in the previous cases, drivers who don’t have this coverage risk facing steep legal consequences and costly lawsuits.

Its role in road safety

This legal requirement is designed to protect drivers' assets and ensure that any damage caused to people or property is properly compensated. But do you know why mandatory vehicle insurance is also a key tool for improving road safety?

  • For starters, it guarantees that accident victims receive prompt and comprehensive medical care.
  • Another crucial benefit is the compensation provided to injured parties, or, in the worst cases, to the families of victims who have lost their lives in traffic accidents.
  • By enforcing compliance with obligations, mandatory insurance encourages more responsible road behavior and safer driving. Insured drivers are generally more mindful and cautious on the road.
  • Finally, these insurance systems strengthen the institutions responsible for road safety programs by providing valuable resources and high-quality data.

An essential measure

In conclusion, mandatory automobile insurance is a vital tool that balances drivers’ rights and responsibilities while protecting the community as a whole.

It’s also important for drivers to understand why being insured matters—not just for themselves, but for society at large. Third-party insurance not only safeguards others, but also protects your financial future and peace of mind.

This isn’t about following the rules; it’s about making sure that no one is left without support if an accident happens. Ultimately, it’s a key step toward promoting responsibility and road safety.

Our commitment to road safety

Road safety is a major focus not just for the insurance industry, but also for Fundación MAPFRE, which plays a key role in promoting safer roads throughout society.

Fundación MAPFRE is a member of the United Nations Road Safety Collaboration (UNRSC), Safe Kids Worldwide, Latin NCAP, Organización de Bomberos Americana (OBA), and the European Transport Safety Council (ETSC). It has also been appointed as the  National Relay in the European Road Safety Charter, the largest civil society platform dedicated to road safety, established in 2004 by the European Commission.

As you can see, road safety is a core part of our mission, and mandatory vehicle insurance plays a crucial role in this effort. In addition to third-party liability coverage, we also offer other voluntary guarantees, which we’ll discuss on another day. So, if you plan to drive in a new location or overseas, be sure to comply with local insurance requirements.
